That's naughty of Vodafone, that 'request your PAC by SMS' functionality was brought in exactly to avoid the call centre selling.
Do/did you have more than one number on your Voda account?

Nope - just one number on one device. As afore-stated, I am an utter numpty on these things and wouldn't even know otherwise. Reply text from Vodafone said otherwise and I had to ring their call centre. They gave me the hard sell which I had no intention of falling for. I must have politely asked for the PAC at least 4 times before they relinquished.

More than naughty - goes directly against OFCOM instructions - PAC should be provided in less than 1 minute by return of text message. Bit late now , but the treatment of @Veloflyer was worthy of a complaint to them.
I've switched numbers over several times in the last 2-3 years and never had a refusal to supply PAC !

I transferred one of my numbers last week (from Giff Gaff) and I'm about to transfer a second (from Voxi this time) and the PAC test worked fine. I've done this more times than I can remember with only Three failing and having to phone a call centre. If you have to call them up you just have to be firm - but polite to the poor call centre person who has to follow a script - and just insist you have signed a new contract and only need a PAC.

I have learned to manage my expectations living in this increasingly pathetic country, so any complaint I would make needs to be below the normal abysmal service levels. It was annoying, but I got there in the end. It's Vodafone's loss not mine and I won't be returning to them anytime soon.
