Three sent replacement SIM instead of new plan SIM

Hi
Just ordered a new SIM and plan with Three. The SIM they've sent is not activated and the documents don't tie up with my order number, which leads me to believe this is a replacement SIM for another number. I've just recently ported out to Lebara. I've spoken to to Three and they reckon it's the correct SIM. Anyone had this before?

Amended. Seems it was all a red herring it just took a long time to activate.
