    So they are refusing to give the keeper a popla code, despite the keeper appealing the NTK PCN letter, due to the driver having been given a windscreen pcn

    I would complain about the lack of a popla code to the BPA

    Obviously you do not pay any money out. !

    Nobody said to 'appeal'.

    We certainly do not suggest BPA complaints are written as templates or the effect would soon be nullified. Come on, just complain (as the BPA website says you can) saying what @Gr1pr said to complain about,
