PCN issued for parking evidence less than 2 mins
I parked my car in a loading bay in Tower Hamlets on 18th Jan 26. There was a PCN issued at 18.26 hrs. The online evidence has 7 photographs between 18.27 and 18.28.
I understand that the evidence needs to show parked vehicle for at least 5 mins. I challenged the PCN on grounds that i had parked for unloading for a very brief duration, which was less than 5 mins. The council's evidence was only for 2 mins and the PCN should be cancelled.
The PCN has been rejected and one of the comments state "Additionally, the civil enforcement officer conducted an observation period exceeding 5 mins , during which no driver was observed in the vicinity of the vehicle, nor was there any visible evidence of loading or unloading activity. The lack of such evidence during the observation period further substantiate the issuance of the PCN.
I will be grateful for advice if considering the above it is worth making a formal representation and appreciate guidance on chances for success.
