Parking ticket while sitting in car trying to pay for parking...

Dear all,

I am in need of assistance please. I parked in a pay and display bay on the street after read the sign, then spent a few minutes downloading the correct app for that council (in London). After registering for the app, adding my payment and car details a parking attendant took a photo of my car and gave me a ticket. I had not left the car by this point.

I appealed the ticket through the council portal and have received a rejection letter recently telling me that I am expected to know the rules and how to make a payment before I stop in the parking bay, which is a ridiculous expectation. They only have a photo of my car at one point, but claim to have a Civil Enforcement Officer log which says they observed the car for over 5 minutes, and that they did not see any evidence of payment being made (not sure how they would do this unless they were looking over my shoulder in the car!).

Is my next step to submit an appeal to the London Tribunal? And does anyone have any advice for how to fight this, as it feels like an extremely predatory ticket considering the time frame involved and the fact I hadn't even left the car.
