Problem opening an ISA
I am 92, I have never driven and don't have a licence. My passport has expired and am unable to travel anyway; so I haven't renewed it. How can I open an ISA?

Who do you bank with? Do they offer an ISA?

Hargreaves Lansdown (HL) is offering a Cash ISA at 4.3% AER. Photo ID is not required in the application process.
Some providers (like Trading 212) do require photo ID.

Most of the time, a passport or photo ID is not necessary as most people will pass the electronic ID checks. It is only if you fail those that you need to revert to the old fashioned methods.
Some providers that have a poor track record with the FCA or are relatively newly regulated may have more onerous requirements imposed on them. Typically, the mainstream providers would be fine. Your own bankers are usually the easiest of the lot, although their rates probably are unlikely to be market leading.

In some cases an expired passport can still be used as ID, even though it's not valid for travel. Individual companies will have their own guidance, so its worth asking if that's the case if you do get asked.

So the answer to the OPs question is - just try and open an ISA and most probably they will not ask for any ID anyway. I have never been asked for ID.
