No response from Council re. PCN appeal then received "pay up full amount" letter

i appealed against a parking PCN to Hounslow Council 6 weeks ago. While I got an auto-acknowledgement of my email, they never responded to my appeal. I have now been sent a demand for the full payment amount (£110) in the post. Their contact telephone number is only for automated responses and, since they did not respond to my original email, I doubt that they will respond to the one I have just sent them (to complain about the situation).

Any ideas for what I should do?
