Even kitchen roll can cause issues as it just doesn't break down as fast.

yes ive had to fish kitchen roll out of the loo when used as it wont flush fully 🤮nagged the family not to use kitchen roll

Older high level cisterns used to cope with newspaper flushed down outside privies so I believe it is the quantity and force of flush rather than paper towels.
A bucket of hot water poured from a height will often clear a blocked toilet

Not quite the same thing. Once a sewer is blocked with wipes and kitchen roll, which often contain plastic and won’t break down then no amount of water will move it.
In fact with those old Victorian drains taking rainwater as well as sewage it’s heavy rain that often shows up the blockage. Usually by flooding some poor unfortunate’s garden or house.

Thats a good point. Modern cistern use less water per flush so that must also add to the problem. But anything put down the toilet that isn't toilet tissue is a blockage waiting to happen.
