Who's name is on the energy account? The names of all 7 flat owners or someone else? Is the account in the factor's name? If you no longer need the supply because the electricity is coming from elsewhere then it seems to be the factor's problem. They can hardly say they were acting on your behalf, in your best interests as they didn't consult you.
