Napier Parking - Overtstayed fine

hi all

my sister received a “fine” from Napier as she overstayed the car park by 47 minutes. This is obviously an oversight, she got caught up in errands and didn’t realise she only paid for an hour, not 2!

The car park is Tebbuts Car Park in St Neots, owned by Huntingdonshire Council - what is the best step to avoid paying these cowboys?

Are you sure? I don't think so. Napier don't work for councils. There must be a leaseholder in between.

And is the NTK claiming keeper liability under the POFA or not? Compare the wording to my NTK pictures thread.

I’m sure it definitely says HDC on the car park sign but unsure who the leaseholder is if not them

I think you have your wires crossed here there are two car parks in Tebbutts Road opposite each other one is owned by Huntingdonshire Council the other one opposite is managed by Napier and seems that it was Beales Department Store's car park.

I think Beales went in to liquidation in 2020 you would need to find who owns the land now, it may be on the signage.

I believe they are, the letter is addressed to the keeper of the car, not the driver
