My local MP wrote to them CEL. No reply yet. I am writing offical letter of complaint to my GP practice.

Hi all. So my MP gave me this quote from CEL:
“Thank you for taking the time to contact us regarding the below Parking Charge Notice.
The site was managed in accordance with the British Parking Association Code of Practice in force at the time. As your constituent failed to obtain a valid parking permit, the Parking Charge Notice was issued correctly and in accordance with the advertised terms and conditions. We fully acknowledge the medical circumstances they have outlined and are sorry for any inconvenience or distress this matter may have caused. While the charge was issued appropriately and our processes were followed, we appreciate the situation described.
Your constituent appealed the Parking Charge on the grounds of their financial circumstances and medical condition.
Our Appeals Team reviewed the information provided and responded on 18 December 2025. In light of the evidence submitted regarding their financial difficulties, we offered to reduce the Parking Charge to £60.00 as a gesture of goodwill.
Accordingly, in light of the circumstances raised in regards to the severity if their circumstances, we have arranged for the Parking Charge Notice to be cancelled. No further action will be taken.
We are a BPA Approved Operator and are regularly audited by BPA and DVLA, which ensures that we operate to the highest possible standards.
We hope this brings the matter to a satisfactory conclusion, and we thank you for your correspondence. As you may know, the MHCLG is responsible for the publication of a statutory parking code and is considering the deterrent effect of parking charges and how this impacts unauthorised and antisocial parking in areas of high parking demand. We would welcome the opportunity to discuss these wider issues with you in greater detail and provide some insight about the impact of the proposals that were set out in the original withdrawn Private Parking Code of Practice, the flawed assumptions set out in the draft Impact Assessment and the unintended negative consequences that any reduction in the deterrent to non-complaint parking could have for constituents who are owners of high street businesses, NHS medical centres and dental practices, compliant motorists, and the sector in general. I'm willing to bet that all BPA members are ending every MP complaint response with that drivel this year. They are desperate!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
