UKPC PCN - Stevenage Retail Park

I received a windscreen PCN on 17/01/2026 from UKPC at Stevenage Retail Park. Reason for issue stated on the PCN was 'not parked correctly within the markings of the bay or space'.
I was at Nando's at the time, and as per the newbies guide, I tried to speak to Nando's about the ticket, but they said they couldn't do anything, so they were no help.
To this day, I still have not received any notice to keeper letter in the post. The only thing I have from UKPC is the windscreen PCN that I received on the day.
Today is day 32 since receiving the windscreen PCN, but I have not submitted an appeal yet, so not sure if I'm fumbled my chances by waiting too long or something.
I was planning to appeal today with the below template found in the newbies thread, but I saw that on the back of the windscreen PCN, in the event that it goes to POPLA, POPLA is only available if, in the first instance, I appealed the PCN within 28 days from the date of the PCN. With that in mind and the fact I've gone past the 28th day, am I too late if it does go to POPLA?
Anyway, planning to appeal today with the template from the newbies thread (below). Please let me know if I should change any of the wording.
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

You can't appeal in this gap but you can when the NTK arrives: next week probably.

Thanks, is the standard template still OK to appeal with, and would I still have a chance at POPLA if required despite going past 28 days without appealing?

Yes use the template appeal in due course
The NTK PCN letter is to the keeper, not the driver, so you will appeal as keeper when it arrives
Nandos are not the landowner, the Retail Park management company will oversee the property on behalf of the actual landowners

You haven't missed the NTK appeal deadline because that time hasn't started yet,

Just an FYI, the NTK letter arrived today - the letter is dated 17th February 2026.
I am going to use the standard template posted above (from newbies thread) to appeal with, unless somebody suggests otherwise.

Sorry, having read the template, it sounds a bit too generic, compared to my situation?
They've already given a reason for issuing the PCN. I feel like they're just going to reject the appeal and re-explain the reason in a thousand words.
And not sure why I'd write the last two sentences from the template, based on this too?
Will it help if I posted a photo of the NTK letter?

No, just use it as is, or without a line or two. They will reject the appeal regardless of what you put. It's not meant to work!

I've seen a comment here about how some POPLA related info in the newbie thread is outdated.
Therefore, I'd like some help on what to do at this stage.
Based on the rejection letter above, it really does look like they've got me bang to rights, so I have no clue on what I'd even write.
