I had an elderly relative who used to talk about "that really wet rain". Maybe it's connected.

It is connected to the surface tension of water. So if you have a drop of water it will stand proud when on most surfaces. If you added a tiny bit of detergent to it, then the surface tension will reduce and the drop will spread out and wet the surface more.

so it’s the surface that is wetter, not the water.

I work in a care home, toilets blocking are almost a daily thing, I use a rod from a drain rod set, with the rubber plunger attachment, it’s far better to plunge with this so long as you don’t go mad and do it too hard, it’s if you want to go to the expense of buying a set of drain rods that you might not use though..

Have this similar problem with downstairs toilet. The bucket of water from height does work,
Have noticed that the water from the cistern mostly pours into just one section of the bowl. A look with a mirror held under where water comes out and it all looks sort of rusty. Am presuming that that's blocking the correct gush that should be happening all around to do it's job properly.
Any chemicals known to unblock the holes that should be letting water through ? Was thinking small wire brush but can't see underneath rim well enough.
Edit. Just looked at upstairs toilet with the mirror. Can see clearly the holes that are also rusty looking so can use wire brush on that one.0 -
Hard to imagine these holes being even partially blocked with 'rust' or scale, tho' I guess really hard water could cause this over time.
More likely, I think, is that either the moulding is poor - the holes a bit deformed - or else perhaps the water level in the cistern isn't high enough - could you check?
I think a look under the cistern lid could be a good first step.

the holes can block up with pieces of broken plastic from the syphon disk, make sure you check before replacing
