20 Exchange Place, London doesn't exist and the postcode EC1V 0HB is City of London St George's University.
It is screaming scam similar to the old 'dry cleaning invoice' which used to do the rounds, but this is potentially far more lucrative, except the QR codes don't work.4 -
Adding our experience on this scam.
We also received the letter scanned above, addressed 'To the Registered Keeper' of one of our vehicles (citing the registration number) from '1A Limited t/a One Car Parks' asserting that we were in breach of T&Cs at 'Kelly Retail Park and Trading Estate' and we should promptly pay their parking charge of £150, reduced to £90 if paid within 7 days.
The letter includes account details and QR codes.The supposed location didn't make sense to us but I also checked on the MSE site using the new AI tool to validate the details. The Tool’s advice, in this case, was that it was safe to ignore the demand as the Private company was not licensed.
Then we received a message from a neighbour on our local whatsapp group. Turns out everyone in our street had received a similar letter. Clearly someone had simply walked the street, recorded car registrations/addresses and then sent us all the demand. One of the neighbours (who confirmed that the account details were real - but didn't pay) has raised the scam with the local police.
Given this sort of scam depends on wide distribution it's likely many others have been approached, hence I'm posting here in case others face a similar situation.7 -
Sorry, you're right - just 1 directory listed, so most likely 2+ employees, so using a privacy service on their domain registration is a breach of Nominet rules (but maybe it used to be and the rules have been changed).

I'm pretty sure the rules changed some time ago in order to increase domain security. Most registrars offer privacy protection, even the BBC's domain is mostly privacy protected, only the abuse email address is published. I did a random search of a few parking companies and they are all redacted, listing only the registrar information. All you can see is which registrar the domain is with. Parking companies seem to favour 123reg.

About a dozen people over last 3 days have left reviews on Trustpilot warning others not to pay this company it's a scam.

I don't think you can make any assumptions as to number of employees based on number of directors anyway. Plenty of sole traders who set up a ltd company and it's just them still.

I'm the individual that created the Trustpilot review that then allowed others to add theirs… and incredibly Trustpilot have removed my review as it breached their terms!
I have reported them to action-Fraud and also to the bank (Anna Money) which is the UK bank which is collecting the funds of those who are successfully duped. No response from either yet.
If you look at their website, it states 1000+ 5/5 satisfied customers … of which no evidence is provided… and it would be astonishing for a car park fine company to have 1000+ satisfied customers, let alone within 4 months of incorporation.
They also state that they operate with BPA / IPC Compliance, which is clearly incorrect as BPA/IPC state max fine £100 and must be reduced to £60 or less for prompt payment.
The company 1A Limited has Dylan Platt as its sole director. Any ideas how to trace a director?

They seem to think they have hit on a way to just screw money out of anyone they want to, the FAQ's are unbelievable, not even a sham appeals process, but their privacy policy talks about sharing information with POPLA or IAS.
Their sole director Dylan Platt also has another company registered since August 2025 called Nexa Property Company registered at that same address.
Do you respond to challenges?

- Responding to individual challenges is not required by law and would compromise the efficiency, consistency, and integrity of our enforcement process. Our internal systems are designed to ensure that all charges are accurately applied and auditable.
Why isn’t One Car Parks IPC or BPA registered?
- One Car Parks operates solely as the managing authority of the facilities on behalf of our partner landowners and contracted operators. In this capacity, we act as an agent, administering and enforcing parking terms that are contractually authorised by the landowners.
- Most of our partner operators and landowners are themselves registered with IPC, BPA, and all vehicle keeper information (e.g., via KADOE requests) is obtained through these or similar authorised channels.
- We do not need direct IPC or BPA registration ourselves because:
i. We do not own the land. Our role is enforcement and management on behalf of the landowner.
ii. All data and compliance channels are accessed via our partners who are registered, ensuring legal and regulated use of vehicle information.
iii. Charges are issued under our authority as managing agent, and ownership of the PCN rests with us in accordance with our contracts, while still adhering to industry best practice and data protection standards. - This structure ensures that:
a) All PCNs are legitimate, contractually enforceable, and evidence-backed.
b) Compliance with UK law and data protection is maintained.
c) Authority and accountability are clear — we act as the contracted managing operator, not as a private independent enforcer.
