Joseph Ray Road London E11 | PCM (UK) Ltd | Moorside Legal

Hi,

I received a Letter Before Claim dated 26th Nov 25 demanding payment for £170 for an unpaid invoice. There was no other details other than the Reg number of a car I had sold 3 years ago. I tried unsuccessfully to get an explanation by phone and then by raising a ticket on their portal before they eventually emailed me on 2nd February with a PDF containing details of their claim.

The pdf shows photos of my car taken from a distance on what seems like a zoom lens. The car stops on a double yellow line in Joseph Ray Road E11 at 15:24:11 on the 18th October 2022. It shows someone getting out of the car at 15:25:01 and then getting back into the car at 15:25:42, followed by a final photo in the same position at 15:26:28. In other words, it was stopped for 2 minutes, 17 seconds.

There is also a photo of a PCM (UK) Ltd sign on a railing (illegible in the photo), a copy of a PCN that I never received, a scan of a 'Postal Notification of Parking Charge to Keeper' letter which I never received and a scan of a 'Parking Charge – Keeper Liability Notice' that I never received.

The road is a bit of an anomaly. While it looks and feels like a public road, on Waltham Forest's parking zone map it's clearly excluded from their parking areas so maybe it's technically a private road.

What should I do?

    Read other Moorside threads about the LBC and LoC they send. You never had to reply to the first short version LBC.

    This will be a cinch to defend as we have a bespoke Moorside defence (cunningly hidden in the Template Defence sticky thread at the top of the forum) for when the Claim Form arrives.

    Hi, thanks for responding. I did try scouring through the various threads, particularly the Moorside ones but I couldn't find anything that matched my circumstances. Can you advise on what my next steps should be? just ignore the email they sent me containing the evidence? Or should respond to it? And what should I expect after that?

    You mention a bespoke Moorside defence, can you help point me to where I can find that please, I've searched the Template Defence thread but can't find it.

    I'm so sorry but is there any way you could help me? I'm sure it's all very familiar to you, but the UI and all the jargon is very overwhelming for someone like me, coming to it for the first time. If you could throw me a bone and hint and how to find what you're referring to it would help me massively.

    By 'Template Defence Thread', I presume you mean this?

    If so, within that there are 8 pages of intense jargon-filled posts which reads like gobbledegook to me. Am I looking for a post? Or a link? Do you have a date maybe I can look for? Or is there a search function (which I can't find)?

    In the pack will be the Claim form. You post an image of the Particulars of Claim here, like one below and tell us the issue date, top Rt.

    You do have the right Defence thread. Only info in the first two posts are needed when creating your defence. In the opening one the link for a Moorside claim para 3 is directly below the text starting:

    unless you have a CEL (in-house only), Elms Legal, Gladstones or Moorside Legal claim (and

    The rest of the defence you copy is contained in the 2nd post.

    But wait to see what the Particulars of Claim say on your form as they are what you base your Para 3 on.

    To search on the forum use the magnifying glass top left of the page then change results found from best match to newest.

    Just to clarify you did give Moorside your correct postal address for service. Sounds like an old address might have been on your old V5C with you not receiving any notices from PPC. You must update both driving licence and V5C with dvla when you change address.

    They already had the correct address it by the looks of it. On the two letters (dated 2022) they emailed me in PDF format last week, they are both addressed to the correct address, although I don't recall ever receiving anything prior to November 2025.

    Thanks very much also for your previous post explaining things. I think I understand now. I'll sit tight and wait for a 'Money Claim Pack' to arrive from an official Court/Tribunal and then come back to this.

    Make sure that any other address has been erased from their records - you do not want a CCJ docs going to another address they hold "by mistake"
