There's NO "Hello You" app in Apps list under settings
but I long pressed it and disabled it on home screen

"Drone TV" is another - whatever I try - the damned thing keeps on reappearing !

PersonalDNSfilter works incredibly well with individual apps especially. It won't really block browser web-based material allow it may do some blocking.
I find the best way to kill all browser adverts is to use Samsung's web browser:
I've not had any adverts for years. When I see other people's mobiles I'm stunned they can do the most basic of tasks without getting a headache with the amount of rubbish getting in the way.

The problem is that I am not sure that it is a "pop up" rather than an unwanted program or something attached to a normal program
it is a variety of ads for "what's on" various obscure channels
