So does insurance change say if you had a panel van and added windows and seats ?.. would it be the same if you had one that already had windows like an 8 seater mini bus..

I see how much people are paying and I am quite happy paying £300 per year, for my Vivaro. No modifications, yet, but I may do some when my insurance needs renewing.
If a van is modified in any way, that gives them a reason to charge more.

Sorry I'd missed that bit. I see 3 different cat S's for under £6k. Cheapest non- damaged one is £6500.
Did your £6k include budget for conversion?
If you can do without the sliding doors, then you can get away with pretty much any 7 seater. You could get a pretty decent Zafira for under £4k.0 -

I had a Mark 2 Espace years ago. It wold do what you'd want; you could remove the centre row of seats and leave a decent space between the front row and the third row.
Slightly higher trim models even has deat swivels, so you could turn the front seats around.
Espaces are mostly gone, but how about a C4 Grand Picasso? Something like this:

I realize that they may not be suitable anyway as the floor isn't flat. Even with the seats out you'd have an odd shape. So you'd really need to move up to the Vivaro or other vans which have a flat floor and a bench fitted.
Another thing that might be worth looking at are 'welfare' vans, which are the mobile kitchen / break spaces used for building sites etc and usually have a table, seating and small kitchen. If you're lucky/unlucky you can even get some with toilets. It might be a struggle getting one in budget but they'd give you a better day area.
