You don't need a template for a complaint. Obviously, you don't admit to going off site. No need.

I park in Morrisons Oxted regularly.
Why do you think Morrisons are happy to have a PPC run their car park for them?

There’s a pro forma on the Morrisons website to deal with parking charges.
How would Morrisons check the CCTV for you? Do they know what you look like? Even if they did, would they deploy a paid member of staff to check through screen shots of hundreds of people entering and leaving their stores so that ECP can benefit? This isn’t a murder enquiry!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Because land owners get duped by the slick sales patter.

Our Morrisons car park is not owned by Morrisons so you need to find out who is running the car park. In our case it is owned by a pension fund and run by Savils who cancelled a PCN after I contacted them about a neighbour.

The percentage of drivers abusing the car park will be very small and even those are potential customers for the store.
Companies / land owners who employ these rogue traders have either been sold a pup or they get a share of the scam
Right now, all supermarkets are trying to match prices which is fools paradise. IF JUST ONE SUPERMARKET got rid of the rogue traders and advertised the fact to the public …… because NOW the public are well aware of the rogue traders
Of course abusers will always be around
