Ok thanks so I presume that wording I've used is okay in my case?

As you referred to appealing just before the deadline, is that just before 28 days from the "Date" on the letter? not the "Date issued"?

So if I use the date on the letter, "29th January 2026", 28 days from that date is 26th February and a day before that is 25th February to send the appeal?

The Wording needs changing because some parts are incorrect ( don't just copy and paste ! Adapt too. )

Yes you should appeal before the end of February

"We paid for our parking in full and I've just been notified by the hire company that there is a PCN issued by ParkingEye and the Hire company have also added £35 admin fees on top."

Just checking - there was no windscreen ticket on the vehicle left by ppc?

    Definitely no ticket on windscreen.

Just realised it still has the old company! Updated the wording.

    Dear Sir,

Parking Charge Notice [#####]: Vehicle Registration [####]

I refer to the above-detailed Parking Charge Notice (“PCN”) issued to me by Parkingeye Ltd (“Parkingeye”) as a Notice to Hirer. I confirm that as the hirer of this vehicle, I am its keeper for the purpose of the corresponding definition under Schedule 4 of the Protection of Freedoms Act 2012 (“POFA”) and I write to formally challenge the validity of this PCN.

You will no doubt be familiar with the strict requirements of Schedule 4 of POFA to be followed in order for a parking operator to be able to invoke keeper liability for a Parking Charge. There are a number of reasons why Parkingeye's Notice to Hirer did not comply with POFA; in order that you may understand why, I suggest that you carefully study the details of Paragraphs 13 and 14 of Schedule 4 in particular.

Given that Parkingeye has now forfeited its right to keeper liability, please confirm that you shall now cancel this charge. Alternatively, should you choose to reject my challenge, please provide me with details of the Independent Appeals Service (POPLA), their contact details and a unique POPLA appeal reference so that I may escalate the matter to POPLA.

Thank you for your cooperation and I look forward to receiving your response within the relevant timescales specified under the British Parking Association Ltd Code of Practice.

Will send this to them on 25th February.. Looking at past ParkingEye notices with hire vehicles, they seem like they like to reject and lose at POPLA so I guess we'll see them at POPLA stage.

    Will keep this thread updated.

Appeal rejected with POPLA reference provided. Are there any threads that may guide me on what to put in my POPLA appeal to reference the rental car bits?

    I'd search the forum for:

    Electric charging POPLA

    or

    EV charging POPLA

or similar 3 or 4 words to find some written already. It's all about the photo evidence to prove what signs are at or near the EV Bay.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Can someone advise if my PCN from ParkingEye has a "golden ticket" (page 1) as per the newbies thread there is a link on there to present an example but the link isn't working.

The golden ticket applies to the NTK that went to the Registered Keeper, the Hire company

They named you as hirer, so you are fighting an NTH,not an NTK

I would expect that the NtH failed the correct POFA2012 tests, so would meet the Hirer golden ticket requirements
