If the gas usage is very low that may give some clues about the high electricity usage. For example, if most of the hot water is being heated electrically. The OP has said they don't have any immersion heaters but this seems a bit unlikely, they may simply be unaware.
Similarly, the OP might be mistaken about the absence of underfloor electric heating, it may just be invisible.

Perhaps OP could supply some usage figures other than annual. 4 pages in & no real data.
So daily or even better if they have a smart meter a whole day via the 30 min periods.
TBH, without some help from the Op providing usage figures. Its just guessing in the wind🤷♀️

It is time to get past the disbelief, it is perfectly possible for a house as described to be using 13,000kWh+ over a year, I have the same right here.
It doesn't need a lot of unnoticed baseload along with a few PC's/games consoles/TVs and 2 EVs to get to that level.
Time to start dissecting this day by day to see where it is all going and then decide what, if anything to do about it.
Also be good to be clear what tariff is in use as there may well be a better option given the 2 EVs…
