Then I don't see why this thread is a problem, the OP came here to get information and clarification about whether anything the BIL wants to do is lawful - and the advice here has been correct, in line with the law and the rules of this board.

My FiL changed his will so his money did not go to his daughter, who has mental health issues, too late for that now.
He can put his maximum into a pension, £2880 if he is not earning. Better than nothing, for when he is 57+
You can go back up to three tax years (e.g., in 2024/25, you can use unused allowance from 2021/22, 2022/23, and 2023/24).
Requirement: You must have held a pension scheme (even with £0 contributions) during the years you are carrying forward from.0 -
AIUI, it is not possible to carry forward prior years of the £2,880 (£3.6k gross) contributions allowance for those without earned income.
Where earned income is available, the limit on pension contributions is whatever the earned income is.
The £60k pension contributions allowance and carry forward only applies where earned income exceeds £60k. Inheritance is not earned income.
I suspect there are vanishingly few scenarios where an individual claiming means tested UC can take advantage of pension contributions carry forward.
