As stated , this condition isn’t universal, many ‘big’ players that  have an almost ubiquitous coverage, don’t have or apply such an exit clause for moving customers (consider an Openreach based provider , it’s almost certainly the case the new address has Openreach available) , picking cheap alternatives is great for saving money , but some less headline grabbing things are not really considered by consumers , ETC should you move , because that network isn’t available everywhere, financial failure , these companies often have poor fundamentals, what happens if they fold or are taken over , physical failure, do they have the resources to quickly remedy large failures, these companies are not cheap because this is a high margin business and telecommunications is a land or milk and honey , it’s not, it’s tiny margins , and once they have a contract they are hardly likely to waive goodbye to hard earned income , they more than a larger player need every penny to survive .
TBH , in my experience, many older folk are happy with their supplier and it’s their children that are keen to get them moved to a provider the child would chose , so they almost bully the parents into changing provider , if that were the case , then whoever suggested this  Alt Net as a better option perhaps can contribute towards the ETC , or being philosophical about it , if they were saving £10 a month and have been with the provider a while , that saving removed from the costs of leaving , although presumably if the ETC is £340 , with the VAT removed and costs of delivery removed ( they shouldn’t really simply charge the remaining full months but much much less ) this  £340 must represent over 20 months of unfulfilled minimum term , so presumably your mother must have just joined this Alt Net in the last month or so , and although emergencies can happen that disrupt plans , if this house move was in any way predictable then taking the Alt Net service was unwise from the outset.

And how would that work for the person moving into the house who cant then have broadband because someone who has moved out is tying up the line.

OP, do NOT do this ^^

The problem as far as moving out and continuing to pay for an address they no longer live in , is potentially it messes up the new occupant, in this case unless the new occupant also wanted to use the same Alt Net it’s not likely to create too many issues for the new occupant , but even if the new occupant wanted the same Alt Net it just adds delay while the Alt Net sends a letter to the address in question and if it’s not replied too (and it won’t be , they account holder has already left ) the takeover can be done , just with a week or two delay , however if they leave the equipment the new occupant can use the service that someone else is paying for or if they take the it they potentially get a missing equipment charge added to the ETC when the new occupant gets service on the Alt Net and the Alt Net chases the original user for the ETC costs .

TBH paying for the rest of the term each month even if that worked (and it probably won’t ) that would be much more in total terms than just paying the ETC , if the Alt Net follows the Ofcom guidelines on calculating ETC , then paying the ETC could be half what the remaining months added together and charged for at full price woukd be ….TBH , it’s not a great situation but basically the OP really has no choice but to pay , if asking the Alt Net for a good will gesture fails .

Not the best idea is it. What about if that person then spends a month accessing child !!!!!! (as an example), on an internet connection in the name of the person who has moved out?

Again, to the OP, this is not the wisest suggestion.
