apparently Vanguard are terrible for dragging heels regarding a transfer to another provider cash ISA

vanguard apparently are horrendous for dragging their heels if transferring out

Can't see much point in continuing to post this anecdotal viewpoint? If the money is currently in a Vanguard S&S ISA then it either needs to be transferred out to another ISA or withdrawn, so when the time is right (and you suggested three years), your daughter just needs to get on with it and kick the process off, after which it'll take as long as it takes!

Why not just switch the Vanguard invested funds to a money market fund within the existing Vanguard SS ISA? Fund switches take a day or two! Can be easily sold to cash and withdrawn when funds are needed. Again, may take a day or so, but I've never noticed any particular slowness with Vanguard requests.Regards

Vanguard are ok with transferring out. There was a period last year when they changed their fee structure and a lot of people transferred out and the process was slow. But that's irrelevant as your daughter isn't a rush.

Your daughter needs to sell her shares anyway to liquidise into cash. That can be done today. If it's important to keep the money under the ISA wrapper, then the best option is to transfer to cash ISA - as other posters have pointed out, you have just over a year until the government are changing those rules (when it comes to S&S ISA to cash ISA) but that's plenty of time. The alternative would be to withdraw the money in cash - but it then leaves the ISA wrapper and I see no advantage to that currently.

I must have been lucky then as I had no issues transferring out of Vanguard to a CBS Cash Isa
