Country of Origin is generally the most common fix for this issue, I see others mentioned it too above.
Other things, could the buyer have been blocked or on some kind of exclusion list?
In the postage options on the revise your listing page, check under the 'excluded locations' when setting international postage options, sometimes a country might be ticked, or excluded, that you didn't realize.
It is possible that the buyer's account is hitting one of your blocked buyer filters, so might be worth checking your buyer requirements options. There should also be an option to put the buyer on an exempt list, which I have had before a buyer couldn't bid on one of my items and neither of us had any idea why. This means that any bids or offers from them should get straight through.0
