Thank you i thunk that's what I will do, the other guy that's doing the skimming said waste would have been disposed of too so the skip hire for us to get rid of it is 130 so im thinking I'll take that plus the skimming cost off his 657 and pay him the rest and hopefully never see him again! The wires thing im obviously very annoyed about as I had a socket put in before hand and that person put the casing on to protect it so for him to just chuck it away and just stick them in the wall is a bit crappy :/ like i said before he started on the 19th December and im so fed up of the room looking like this i just want to get decorated and put things back, I appreciate your advice so thank you 😊

£180 + £130 off the £657 asking price seems perfectly justified to me.
He will be paid for stripping off the old plaster, and for bonding the walls. That's it.
Whether the remaining sum is exactly 'right' is moot - different plasterers will give slightly different quotes. But there's no way this guy can legitimately argue or quibble over the sum you will offer - his work is demonstrably sub-standard, and he's done stuff - like removing the metal casing - he shouldn't have.
    He doesn't have a leg.

Was this guy actually a plasterer or just a handyman that does a bit of plastering ?
Bonding is pretty easy to apply but top coat is where the skill is, im guessing plastering wasnt his trade as ive never heard of anyone applying filler as the final coat

    It is certainly not 'plastering'.
He may well have carried out a decent job on the bonding layer - it looks pretty even in the photos - and it may even be that the finish will look 'ok' when painted, tho' I doubt it; bonding is a coarser and more porous layer, and I can't see it being emulsioned successfully.
In any case, it ain't right! Skimming should provide a near-flawless finish, which is even in terms of porosity and hardness.
Did he use the same 'system' for your friend's house? Ie - bonding, a smear of filler, and lots of sanding? Have you seen the finish? I'm pretty curious!
Bottom line, tho' - this is not a professional plasterer.

Plastering often looks good in photos. It's when you look at it after it's been painted in critical light you can tell the difference. Your friends house must have been full of dust. Sanding down joint filler creates loads of really fine dust that travels all over the house.
