Looking for cash ISA provider

I've got a sum of money in my Nationwide Building Society cash ISA but it pays peanuts. So I want to move it to one paying better interest and I'm "asking the audience" for recommendations. 

Have searched Google, MSE and MoneySuperMarket, can't find anything suitable, but I'll revisit any suggestions. 

Criteria:
* Instant access w/o penalty
* Pays in excess of inflation rate
* Flexible ISA
* Allows transfer in
* Withdrawals must be instant; that is, it must show up in my current account straight away, not next day or next week
* With or without bonus offer

Would consider non-ISA for a good rate. 

Do not recommend
* Invest Engine (My experience with IE has been painful) 
* Transfer 212 (already have an account)

    Tandem paying 4%, just moved mine to them or at least initiated the transfer

    Not quite up to your standards but Yorkshire BS do a variable at 3.65 or something (changed recently)
    You can withdraw and replace without penalty.

    This is the point that will probably restrict the number of providers the most.
    Some providers that in the past would only offer 'next day delivery' , will now pay within a couple of hours, although probably only during working hours.
    Would that be acceptable ?

    The OP specifically said NOT to recommend T212 even though they said Transfer 212 by mistake.

    Thank you to those who responded, including the forum policeman who shall remain nameless. 

    I contacted Tandem:

    When customers withdraw funds we do advise the timeframe of 2-24 hours.

    I considered it overnight and I'll go with Tandem. It allows me to use "pots" - money set aside for a specific purpose - which I currently do with Nationwide and find very useful.

    I'll have to test it and find out for myself how long it takes to get money sent, but that'll be once I get the account opened.

    That might be what they advise but that's the standard faster payment timescale everywhere. I've already got an account with Tandem and payments out are instant.
