Looking for cash ISA provider

I've got a sum of money in my Nationwide Building Society cash ISA but it pays peanuts. So I want to move it to one paying better interest and I'm "asking the audience" for recommendations.
Have searched Google, MSE and MoneySuperMarket, can't find anything suitable, but I'll revisit any suggestions.

Criteria:
* Instant access w/o penalty
* Pays in excess of inflation rate
* Flexible ISA
* Allows transfer in
* Withdrawals must be instant; that is, it must show up in my current account straight away, not next day or next week
* With or without bonus offer
Would consider non-ISA for a good rate.
Do not recommend
* Invest Engine (My experience with IE has been painful)
* Transfer 212 (already have an account)

Not quite up to your standards but Yorkshire BS do a variable at 3.65 or something (changed recently)

This is the point that will probably restrict the number of providers the most.
Some providers that in the past would only offer 'next day delivery' , will now pay within a couple of hours, although probably only during working hours.
Would that be acceptable ?0 -

I contacted Tandem:
When customers withdraw funds we do advise the timeframe of 2-24 hours.I considered it overnight and I'll go with Tandem. It allows me to use "pots" - money set aside for a specific purpose - which I currently do with Nationwide and find very useful.
I'll have to test it and find out for myself how long it takes to get money sent, but that'll be once I get the account opened.0 -
