Window handle stuck

Hi, I cannot get the handle on my window to function. It is jammed in the closed position. I have tried spraying with silicon lubricant but no joy. Any suggestions? They are Anglian Windows double glazed units.

Regular WD40 isn't a lubricant. They make a specialist PTFE spray that I successfully used on a difficult lock.
