Social Tariffs for charity users

Good morning all, I hope someone can help.
I work for a charity and want to investigate providing social tariff broadband to our clients living in their own flats. They are under 18 so we will take on the first 12 months and pay up front, then it can go into their name as they will have turned 18 by the time the 12 months is up.
 
As they are under-18 they can't technically claim benefits, although some of them can but are paid a personal allowance to the equivalent amount. I am finding it difficult to actually get through and speak to either a human being, or someone not reading from a script that might be able to understand our setup and what we want to do.

Does anyone have any experience with an affordable provider that could do this please? Surely it's an easy win for someone who can do this, we are paying the whole 12 months up front so there's no risks to them of non-payment and the client is more likely to agree to a continuation with the same service once they take on the contract themselves.

    It sounds simple, but it probably isn't, unless there is a niche provider who thinks its worth their while You may be better looking at providing a 4G/5G router, until they are of an age to take their own contract direct. You would then have the router back for the next person and so on

    Thanks for your. We are looking at getting some mifi devices and we've been given some data sims for free. However, our IT bods have suggested these are a goods top-gap but fixed broadband is a better long term solution. The 4/5G signal is a bit patchy in some areas.

    Are your flats all co-located in the same building? If so, would a shared broadband system (a bit like you'd have in a hotel) work?
