Re-registering vehicle following death of father

My father passed away late last year and I aquired his car.
Unfortunately, despite otherwise being the most organised person, we cannot locate the V5C.
I have now received a letter from DVLA to re-register the vehicle. However, this involves a paper form, accompanied by payment.
Can this process not be completed online - like every other renewal (e.g. tax/MoT)?
Also, payment of £25 has to accompany the form - does anyone still have a cheque book? Otherwise, this will involve a postal order - including additional cost.
Finally, having just received the letter (dated 22nd December), this likely means a delay in using the vehicle, as the tax also expired and cannot be renewed without the V5C!
Does anyone know if our darling gov will eventually bring itself kicking and screaming into the 21st century?
Maybe just in time for the registration of flying cars.

Of course, the OP could ask for a replacement with the same details, then change the keeper on that once received.

I'd have thought, if you really don't want to simply request a cheque book, a cheque written by someone you know who does have one would be acceptable as you don't want to pay for a postal order.2

Thanks for the suggestion, but I have no other purpose for a checque book and have not required one in over a decade.
