    Can anyone explain why Openreach are so reluctant to string fibre along existing poles.

    In the case of OP's property or just in general?


    In my case there was about 100 yards of copper on poles with no obvious reason to do anything different with fibre. Despite that someone came and surveyed and made alternative suggestions.
    Eventually fibre was put in along the poles.

    Based on my experience and local anecdote I would suggest that the OP make a fuss, include their MP, and insist that the fibre simply goes wherever the copper currently goes.
