I'm not in the best of health and need to avoid any additional stress. Is this a legal process that we would ultimately need to defend in court? I've encountered around half a dozen of these over the last decade or so and this is the first one to succeed at POPLA. Any comment on how come this was so when the advice on here indicated that the PCN was not PoFA 2012 compliant?

Because POPLA assessors aren't legally trained and - without being sexist just because I'm a lady! - we find that the males are the worst (if it was a chap, IMHO you had little chance of him understanding your point).
And no, you never have to attend court because cases can be settled at mediation - or at any time - if it comes to a claim. Easy to defend (much easier than POPLA, which we don't really recommend) and a claim form doesn't necessarily mean you'll attend a hearing. In fact, most cases are discontinued and you never HAVE to attend, can always make a low offer during the process.
Most Britannia cases do NOT result in a court claim anyway so it isn't worrh worrying about. Ignore the £170 threatograms. Poker-face it. Relax.
Two of the parties involved are disabled and blue badge holders, and in addition the vehicle is disabled taxation class.The vehicle was there for a matter of 16 minutes and then left.But if you have a chronic condition and bearing in mind the above needs of the passengers, who were genuine patrons of this site, have you told the landowner? Exhausted the complaint option, completely?
Shown the Blue Badges to the landowner or property agent and alleged disability discrimination (failure to make a reasonable observation time extension)?
That's how to get it cancelled. POPLA never was a definite cancellation option and it doesn't consider the Equality Act (astonishingly).
Complain again to the pub or chain, with a copy of the Blue Badge(s) and say that two of the car's occupants are disabled and blue badge holders, and are entitled to take sufficient extended minutes to park, read the t&cs (which were not next to the disabled bays) and then return to the car, taking time to safely secure the passenger and any walking aid, then leave. No contract was agreed let alone breached in those few minutes and this amounts to disability discrimination by their agents. For which the pub is jointly and severally liable,
Kick up a fuss but ignore Britannia & the debt demands. Do NOT cave in,
I know you said you complained to the proprietor but what about the Brewery or owner? You can also ask your constituency MP to weigh in for you, if you feel defeated but angry. Do that this month.
