New tyres but different speed ratings

You have 2 x 94W, 1 x 98W, 1 x 98V. All are perfectly adequate and appropriate.
The 98s will be a little harsher ride, being XL rated for heavier loads (750kg/tyre).
The speed rating is irrelevant, since I doubt your Up! is capable of anything remotely close to 149mph...
BTW, your Up! probably weighs around a ton empty, with 1300kg maximum laden weight - so even 94-rated 670kg/tyre is way higher than is ever going to be an issue...

Speed ratings on tyres are a funny thing.
My car will do 120 ish max I think.
It’s fitted with V spec XL tyres.
These far exceed the capacity of the car.
Now it’s fitted with W rated XL tyres as they are cheaper to buy.
With snow tyres you go down a speed rating.0 -

The cheapest tyres are usually a total false economy. They're usually FAR worse than stuff you'd pay just a few quid more for.

Looking at that, it's quite an expensive size with a fairly narrow choice. If price is a major factor, then I'd probably consider the £90 Nankang, but the extra small percentage for the £100 Kumho or £105 Hankook or £115 Yokohama would be money well spent. 10% off a pair of the £128 Bridgestones, though, would likely be the clincher for me.
The £65 i-Link will be horrible... Some googling finds them to be a product of Shandong Longyue Rubber Co (their other tyre brands are Grenlander, Fronway, Sailwin. Yeh, quite...), who are primarily a manufacturer of conveyor belts. https://en.lyrubber.com/about.html0
