Received a SJPN today out of nowhere and unsure of how to proceed.

The original NIP would NOT have provided any evidence, only the time and place of the alleged offence. I have not received any correspondence regarding the speeding offense until today 24/12/2025 with the reciept of the SJPN with case No.: ###########. My V5C is up to date with my current address, and though I moved house in Dec of 2024 I have had a Royal Mail Redirection Order set up to receive any correspondence that may mistakenly be sent to the old address. Therefore I have not seen any of the evidence provided in the original NIP as I never received the original NIP. If I had done, I would've complied with the request to identify the driver of the vehicle at the time of the original offense without delay.0 -
Andy, you might want to start using Waze, other users generally spot those sneaky camera vans and it appears on your screen in seconds. No guarantee of course, but there are thousands of Waze users and it’s a good satnav too… it is also a free app with bang up to date speed limits and audible alerts, etc1

Though this is the first time in about 10 years the sneaky buggers have caught me. I'm usually really good with speed limits and the locations they use in the local area. I recall I was not on my A-game that particular day, was thinking about something entirely different and before I knew it they were right there and I looked at my speedo and it was over the 30 limit.They got me fair and square but I was waiting for the NIP that never arrived and totally forget about it... hence why the wonderful present of court documents about it on Xmas eve was the very last present I wanted to get.But here we are.0

Not that old chestnut again. The OP has not been charged with driving without due care and attention, and at this late stage is never going to be charged with that offence.If it sticks, force it.
If it breaks, well it wasn't working right anyway.2 -

Anyway.... back to the matter in hand...I wrote this the other day but someone said too much detail. Not sure if there is such a thing as too much detail. Though I suppose some of it may be better for if I actually have to attend anything.Offence 1: The Speeding
I am willing to plead guilty to this offence if, and only if, the charge for the second offence of failing to provide information is dropped. I outline the reasons for this more fully in my reply to the second offence. Please see below:
Offence 2: Failure to ID driver
I have not received any correspondence regarding the speeding offence until today 24/12/2025 with the receipt of the SJPN with case No.: ###########. My V5C is up to date with my current address as of 14/12/2025 as per DVLA records. I also have a Royal Mail Redirection Order set up to receive any correspondence that may mistakenly be sent to my old address. I have taken all reasonable steps to ensure such important correspondence is received at my correct address. Unfortunately in this case, I have not seen any of the information provided in the original NIP as I never received it due to unforeseen administrative difficulties. If I had been in receipt of the original notice, I would've complied with the request to identify the driver of the vehicle at the time upon receipt within the required time.
Court guidelines state:
"Where a penalty notice could not be offered or taken up for reasons unconnected with the offence itself, such as administrative difficulties outside the control of the offender, the starting point should be a fine equivalent to the amount of the penalty and no order of costs should be imposed. The offender should not be disadvantaged by the unavailability of the penalty notice in these circumstances."
Therefore I ask the court to take this into account in their judgement of this case.
