He should appeal - ideally with evidence he wasn't driving (if he was elsewhere and can prove that) - then test the IAS about the fact the POFA doesn't apply until 26th Dec.
He should partly do it for a laugh and to waste the IAS' useless ten minutes of time, but also because 20% of the time, PPCs give up at IAS stage.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

no, as we were advised to ignore from the start. We opted not to “experiment” to see what the response would be.
Today received the Trace Debt letter giving us 14 days to pay £170

OK but it's a shame the opportunity was missed to test the IAS on this specific change, as I advised on Xmas Eve (above).
Obviously you know from the 4th post of the NEWBIES thread pictures to ignore Trace and hopefully by now you have read a few recent UKCPS threads and have seen the two Moorside Legal letters and which one to ignore and which to respond to.
Be guided by other threads exactly like yours. Please don't show any Trace letters, no need!

The Letter of Claim from Moorside Legal came through the post on 17th April (dated 8th April). I have written a response which I was going to send via email, but I cannot find an email for Moorside Legal. I read a thread that said as of Jan 2026 they have closed their inbox and force you through a portal of some sort?
Am I supposed to log on to the portal to put in a defence, or is there no place to put it?
Is the new instruction for Moorside Legal that we just ignore and wait for the official court docs to come through?
This was going to be my email:

I have researched the PoFA 2012, which I realise does not apply at Leeds City Train Station. UKCPS Limited must cancel and erase my data, as I am not the liable party and I decline their belated request to name the driver.
If you persist in processing my data and in the event of filing a court claim, take note that I will file a Part 20 counterclaim for not less than £500. This will be claimed as damages for distress arising as a result of clear breaches of the DPA 2018 and/or the Protection From Harassment Act 1997.
I will rely upon the case of Simon Clay v Civil Enforcement Ltd and similar cases that have succeeded. Cancel the PCN and crawl back under your respective stones forthwith.

And Moorside issue a short LBC then a slightly more detailed LoC, as you will have read on the zillions of threads ahead of you in this Moorside game.
So you'll know what to do if you've read a few exact same threads!
