So your relative paid Citipark, yet Bay Sentry issued the NTK PCN letter , an IPC AOS member
Seems to be a similar case as this recent case over on the FTLA parking forum website, so a common problem

I would study the advice over there and get your relative to use any complaint link to complain to Bay Sentry complaints department, with those screenshots above, by utilising any complaint link on the IPC AOS members list under Bay Sentry, so appeal anyway, as keeper, with proof, even if its an email or by post2 -

I can't claim to be fully up on the precise terminology, but the assertion for the charge is that the driver has entered into a contract but their ability to uphold said agreement has been frustrated by the prevailing conditions on the day which, through no fault of their own (force majeure), prevented them leaving.Of course, the parking operators know this and they're just trying to scam the money anyway.If the parking operator is foolish enough to take it to court then a sensibly worded defence would blow their case out of the water.You do have to jump through some hoops, but you can treat this as a learning exercise in how to deal with scammers.

But still the DVLA have no qualms selling motorists private data to unregulated scammers.6

Well it looks like she would have been better turning up and paying on the day rather than pre booking it's cheaper and the "overstay" would have been catered for.However they obviously accept that the car park suffers from congestion delays by this admission on their website, and queuing to exit definitely isn't parking, what a bunch of halfwitted scammers let them try this for size:

The reason for the scam invoice depends on the individual company. Could be an "overstay", or their system thinks you are present without paying, so it will pull up "no payment" and lump in with "no permit". All these things are highly automated and of no consequence to them because they just churn out templates and wait for the cash to roll in.
You paid for a parking space and left . End of. They can't point a camera at each individual space, so they rely on entry and exit cameras because it's the only way it can work.
The issue is that a reasonable company would just cancel it and apologise after a quick email. And a reasonable company wouldn't say "it's too late, it's with our debt collectors".
Neither applies here, so I suggest you wait for a Letter Before Action from DCB Legal. At that point I suggest getting in contact and explaining the situation whilst simultaneously telling them to fck off.Come back at that point and we'll tell yo what to write. Playing hard ball with DCB Legal works in my experience.2
