Parking Control Management (PCM) - but am I parked?

On the PCM website, the reason given is “parked within a restricted area.” However, in the photo evidence my brake lights are clearly on, which might suggest I wasn’t properly parked. The engine was running and I was stopped for around three minutes while picking someone up. Does that really count as being parked?

I did submit an appeal, but I can’t remember exactly what I wrote. The third image is their response to that appeal.

There’s also no clear signage in the area. The only sign I can see is across the road, and it’s very small with tiny print.

I accept that I may technically be in the wrong, but it feels like these private parking companies are pushing things and getting away with it.

I also have a blue badge, though it was not present at the time. However from the picture evidence they took was behind my car they wouldn't have seen the badge anyways

    No. Picking up a passenger is not parked but the bent Joint Code says otherwise and there is no real independent appeals service.

    loading/unloading is not parking (jopson vs homegard) 
    DYLs allow for loading and unloading, as long as there are no side blips
    loading/unloading includes goods or persons.


    As you were not parked, what just cause under UKGDPR have they to issue you a parking charge notice?
    From the Plain Language Commission:

    "The BPA has surely become one of the most socially dangerous organisations in the UK"

    I'm sorry just read contradicting information like on a reddit thread I made

    Also what if I was parked, with my engine off and they're saving that evidence? The pictures show a few pics with my brake lights on and a gap of about 3-4 mins but I just don't remember that day

    I accidentally sent the MSE thread link rather than the reddit link, I also cant share links but I was told by most of them I have to pay the fine since I was in the wrong

    Reddit users don’t seem to understand how easy these PCNs are to beat. You get much better info here where regulars do this day in day out. Ignore Reddit in this instance.
