    That's what ANPR does; records entry, records exit calculates time on site, looks for payment finds none, flags a charge, issue NTK, easy rake off for the PPC!

    I can see why you would miss the sign in the dark it's a typical trap, and the ANPR camera is on the pole on the road opposite:



    Those are 2 different car parks neither of which are the Pencil Museum one. All 3 are owned by Keswick Ministries and “managed” by Cumbria Parking Services.

    The ones shown are the Rawnsley Centre on the RHS and the Convention one on the LHS.

    They are definitely set up to “trap” motorists.

    A complaint to the landowner worked for me when I received an invoice despite having paid the correct fee etc

    The signs changed in all 3 in early August with regards to how long you could park but that wasn’t made very clear

    Then read the joint COP on "material changes" where four months should be allowed for previous visitors to familiarise with new signage/T&Cs (which should clearly note the change with repeater signs).

    3.4. Material changes – notices
    Where there is any material change to any pre-existing terms and conditions that would not
    be immediately apparent to a driver entering controlled land that is or has been open for
    public parking, the parking operator must place additional (temporary) notices at the site
    entrance for a period of not less than 4 months from the date of the change making it clear
    that new terms and conditions/charges apply, such that regular visitors who might be
    familiar with the old terms do not inadvertently incur parking charges.

    NOTE: Examples of material changes can include introduction of parking enforcement
    where none has previously applied, introduction of time-limited free parking, or reductions
    in the time limit within which free parking is available. Given the need to avoid confusion
    and clutter at entrances the test is whether the fact that a change has been made is clearly
    signalled to drivers on entering the land and the nature of the change is clearly displayed
    thereafter – it may also be necessary to install repeater notices depending on the scale of
    the premises.

    I would go back to them and state

    something along the lines of

    This is simply not true, within the specific contract you signed with Anthony Mellor @ Cumbria Parking Services it allows the client to cancel PCNS. If you have not read this contract i would suggest you go through this in more detail ad it specifically states this

    I would suggest as you dont seem to be aware of what is one of your suppliers contract i come to your office on Xxx Afternoon a xx time to go through this personally with you 

    Would such a time be convenient  or if not please suggest a better time?

    Yes they can intervene. I know this from personal experience when Plan A worked

    Yes they can intervene. I know this from personal experience when Plan A worked 
    As above send what I suggest then if your local go in and pay them a visit:)

    Thanks - I resplied as suggested, mentioning Anthony Mellor @ Cumbria Parking Services as suggested by @ChirpyChicken

    Keswick Ministries responded with this:

    Thank you for your email, and for your patience as I've liaised with my colleagues. I can understand your frustration with the issue of the fine, however, there is clear signage that it is a pay and display car park with the ability to pay through the pay machine or through the Ringo App.

    Cumbria Parking Services manage the car park for Keswick Ministries, and as previously advised, all appeals are dealt with by them. This PCN has been discussed with them, and it has been agreed that on this occasion the PCN will be cancelled but you will need to pay an administration fee of £20 direct to CPS – they are copied into this email.


    Then Cumbria Parking Services responded with:

    As per Alys’s message below, to make a payment, please follow the instructions on the reverse of the parking charge notice.

    You will find the ‘Manage my PCN’ button on the top right of our website www.cumbriaparkingservices.co.uk , then follow the instructions on the screen selecting 'Pay Outstanding Balance'.

    This reduced fee is valid for 14 days from the date of this letter.
