PCN from Cumbria Parking Services
We recently popped to the shop at the Keswick Pencil Museum. We were in and out of the car park in 19 minutes. I don’t remember if prominent signage or not tbh, it was a dark rainy afternoon.
We obviously ought to have got a ticket but we did not, probably because it was raining we were only intending to be brief. Parkopedia says it’s £1 for an hour .
We have today received from the Cumbria Parking Services (based in Threlkeld) a Parking Charge Notice for £100, reduced to £60 if paid within 14 days of date of notice.
Is it worth appealing?
Thanks

The landowner is Keswick Ministries. Plan A is to always complain to the landowner
When I was there recently the Pencil Museum had plastered signs everywhere saying that they couldn’t/ wouldn’t sort out “parking tickets” but they aren’t the landowner. I would guess that they are getting inundated.I don’t know how well lit the car park is but I bet it’s not great3 -
IPC aos members, so no decent appeal option at the moment
You do have the option to ignore them
Study the newbies sticky thread in announcements near the top of the forum3 -
Ignore them.
Their signs must be less than conspicuous if so many people are being scammed like this.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Response to my email to the 'retailer' - the Derwent Pencil Museum :
"I hope this email finds you well.Thank you for getting in touch and for visiting the Derwent Pencil Museum during your time in Keswick. We're sorry to hear about the parking fines you received following your visit and understand how frustrating this must be.
To clarify, the car park adjacent to the Museum is owned and operated by a third-party company, and not by the Museum itself. While we do include this information on our website, we appreciate that signage and payment instructions should be clearly visible on-site. Unfortunately, as we do not manage the car park, we are unable to influence its signage, enforcement, or payment systems.
If you wish to dispute the fine, we recommend contacting the issuing company directly, as they will be best placed to review your case.
Thank you again for your feedback, and we hope you otherwise enjoyed your visit to the Museum."
I guess the next step is to write to Cumbria Parking Services.

If that is the case, then what did they say when you complained to themthe above look very much like a religious organisation, so if they are responsive at this time of year it may be worth tailoring your complaint to take this into accountFrom the Plain Language Commission:

PS The PCN does have photo of car entering and leavingThat's what ANPR does; records entry, records exit calculates time on site, looks for payment finds none, flags a charge, issue NTK, easy rake off for the PPC!I can see why you would miss the sign in the dark it's a typical trap, and the ANPR camera is on the pole on the road opposite:
