There is an event online soon which I have been asked to record live but can I view the event and record the event at the same time on my laptop?
The event could last two hours.

A lot depends on who is showing it online. As many encrypt streams.
Yes it can be done, as I saved LiveAid onto my PC, via a TV card & connection to ariel. So you were watching & saving at the same time.
But much has changed in the way these streams are handled now.Life in the slow lane1 -
Depending on the nature of the event, been asked by who, and has any consent been given?
I go to webinars sometimes where people do not consent to it being recorded because it’s their livelihood and they don’t want people to have free access. All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.1 -
What medium/site is the event being transmitted on? Is it something you will access in a browser?
Think this can be done via the built-in Xbox Game Bar (a kind of screen recorder) but I've never used it.
Google it and see if it might work.
