We want to be able to observe the comings and goings of the carers giving care to my mother in law, who is in her nineties, as her neighbours are telling us that they are arriving late and leaving early.
I will have to arrange for the installation of broadband and so I'm looking to set up a camera that we can view over the internet without having to pay a subscription for.
Is this available?

Blink cameras can work without subscription
Get the sync unit and cameras. Usb drive for the sync unit to record footage

I have a TP link Tapo camera that doesn't need a subscription, I use it to watch my dog when we leave him.0

Along with live view it has a slot for a memory card and recordings can be accessed remotely, they show periods of movement and separately when human motion is detected so you don't have to scroll through all those recordings.
It has a speaker and microphone so you can have a conversation, a light that can be switched on remotely and an audio alert which scares the local cats away.

TP Link Tapo WiFi cameras are pretty good. The basic motorised pan/zoom indoor camera costs less than £20 from Amazon.1

No fees just install a SD 32Gb card

We didn't bother setting up broadband, we used a Wi-Fi Router and a cheap SIM card to provide the wi-fi needed for the camera

The action seems to be based on hearsay from the neighbours who one assumes are not recording every visitor in and out from your mother (or, if they are, why are they?).
Maybe the carers arrive early and leave early one day then arrive and leave late another, but the neighbours see the late arrival and the early departure and simply think that no actual work is being done.
Have some thought for the job of the carers who have to work to tight schedules and manage the issues of traffic etc., and generally on a low wage.
Before embarking on snooping, which can presumably only lead to reporting, have consideration as to whether the care your MiL receives is actually good or poor. The quality of care is not directly linked to the time spent.

How much data allowance did the SIM need?
We could of course log on anytime to view history if required. A £5/month 5GB SIM was enough for that
To Grumpys point, Yes of course the actual care provided is whats wanted, rather than someone who just turns up for the allotted time.
But In our case, we were paying for 30min, yet we found some slots were actually as short as 8 mins - The average being 15 mins
