Horizon - Co Op - Parking Charge

Ive helped win a couple of parking charges over the years for family, so have been approached to see if I can help with this one.  My optimism is low from what  I can see, but I wasnt going to give up without trying !  Even though its a lower £40 fine than had previously. 

Basically, the Co Op store has a free 90 minutes limit. The driver exceeded this by 12 minutes. 
Ive spoken to the Store Manager if there is a further grace time, but he said no. (Im not convinced he really knew, but to be fair even if its another 10 minutes it doesnt help anyway). 
The wording on the PCN unfortunately seems to match the latest (now correct) Horizon form I can see on the Newbies page.  The Notice wasnt received until the 24th November. (13 days after the 'Event').     Thanks in advance for any ideas / help.

    Isnt the part about passing to the driver covered in the paragraph that starts  'The Registered Keeper Details'   where it says "and pass this Parking Charge to them" ?

    Ive tried comparing the PCN , with the one that Coupon Mad posted in the newbies thread and said it is POFA compliant, and it looks the same , but happy to be wrong !   https://forums.moneysavingexpert.com/discussion/6483542/a-thread-of-pictures-of-2023-parking-firm-ntks/p1

    Yep that's a POFA PCN.

    Best thing is to find out which property agent runs the shopping park. Google it. Complain to them.

    This is a Co-op Superstore, and not part of a complex with other shops. 
    Ive emailed their Property team , only to get an 'Im out of the office'  (which is a bit concerning if just 1 person). 
    I went to the store, but just got the 'its nothing to do with us' , which is the usual answer when they outsource the parking to a 3rd party.   Im going to call them later to see if I can get anywhere. 

    Is the fact the PCN was received 13 days after the Breach, legally okay?

    With date of event of 11/11/25 the NTK must be given by 26/11/25
    With the NTK having been posted on 19/11/25 it is deemed delivered on 21/11/25 and is in time

    Legally OK even if late of course but that's already fully explained in the NEWBIES FAQS, sparing us from having to go over the basics on daily threads. We have no time to do that nowadays due to the volume of court claims we handle.
