No parking or Waiting

Hi all, 

Apologies for starting a new thread on this, but I wasn't sure if there would be any difference when appealing due to the "no waiting" part of the PCN. 

We have received a PCN from Nationwide Parking Control, for stopping on Telcon Way Greenwich, which has double yellow lines. The "observation time" on the letter confirms the vehicle was observed there for less than 2minutes, and shows the vehicle with the lights still on. There is no images either on the letter or the online system of any signage. 

Would I still use the standard template shown in the newbies guide? 
Surely being there for less than 2 minutes would be a reasonable time to stop, review the signs and leave without getting a fine?

    Yes this further added to my confusion... it's just a road, and as far as I can tell, not even a private one (though I may not be correct) 
    It's just a PCN from a private company called "Nationwide Parking Control Ltd"... I would post an image of the letter but I'm not able to as newbie

    If it's here it will be private beyond the DYL's but look at the pathetic signage, that cannot conform to the Joint COP, you would be in there before you knew it, the sign is on the right and not noticeable, or if at night illuminated.
    The sign when you zoom in states permit holders only see notices in car park for conditions. 
    In effect if you have no permit, you are trespassing and they cannot make a contract with a trespasser or issue a fee for such.
    The sign in contradiction tells you basically to enter and read the conditions on other signs which don't seem to be there.
    You would also need a consideration time to read any terms and conditions.
    The whole place to me is designed as a honey trap, they won't accept any appeal but you should not fall for their shenanigans.

    Thanks for this.. so in terms of my next steps, do I use the standard template from the Newbies guide, without any changes and then ignore any debt letters?

    The appeal won't work but it sends a shot across their bows to show you are on MSE.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Follow C-M's advice, but in addition to everything else, if as you say you were on DYLs and they were those in the first photo, I would hazard a guess that is not private land.
    But in any case the Permit Holders sign on the right must be taken as the entrance sign and if you never passed that no contract could have been entered into anyway.
    They would be up a creek with this one if they ever tried the SCC, the IAS will just fob it off with their usual BS but would be interesting.
