Winter Holidays and Heat Pumps

I was talking to someone about getting a heat pump to replace their gas boiler. They spend several months during the winter away from home. With their current heating, it is on the frost setting, so the boiler only starts up when it is below 5 degrees and therefore costs very little. What is the situation with a heat pump?
