scaled discretionary commission and fixed commission to the retailer

I have submitted a number of vehicle claims and received the following replies
1)After checking our records, we can confirm that we did pay scaled discretionary commission to the retailer. We'll treat your email as your complaint.
My question is .....I assume "Scaled DCA" is DCA ? but have never heard anyone mentioned scaled discretionary commission
2)The next two responses are "After checking our records, we can confirm that we did pay fixed commission to the retailer. We'll treat your email as your complaint,"
My question is, this response is not DCA but could be higher commission, however how can you determine from the interest paid, how much this fixed commission actually is
Thanks

Scaling is just a method. You can ignore that bit.You cannot. For example, it's possible for a zero-interest loan to have paid commission.

You will just have to wait and see if any of these fall within the rules and processes under consultation at present.
