Turning immediately right and only stopping due to oncoming traffic (then completing the right turn) is a winning appeal.

As long as the right turn was IN the junction.
Thanks. That is the case. I'm suggesting strongly that he appeals. One lingering worry is that if he does appeal, and loses, he won't get the discounted payment option - £80 as opposed to £160.
If it is as you describe then he can't lose.

    Show us the video.
Some further clarification: there is no video from TfL, just a couple of grainy photos, which show the car in the box, clearly turning right, and the reg is visible. However, the junction is a tee junction, so there was no oncoming traffic. From what I've read about this "infringement", it seems your only excuse for entering the box and stopping, is if it's not possible to turn right due to a flow of oncoming traffic. It looks like the driver may have to feed the parasite, but any other thoughts would be gratefully received (payment not yet made).

Sounds like he's stuffed then that scenario is just what the box is for, if he got stuck there the traffic turning from his left into the road he came out of would be blocked, and possibly the people going straight on from the road on his right would be blocked. Two seconds or ten seconds they will still press the snap button with a huge satisfied grin in the control room!
But the best place to get advice is here:

Sounds worth asking on FTLA forum.

Not sure the YBJ sounds justifiable...and the PCN sounds appealable.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
