Water meters installed into wrong flat - Thames Water

I have been with Thames Water many years, asked for water metre previously and was told it was not possible to have one as it is a block with many flats and something about the pipework. So they put me on a fixed monthly fee which recently have doubled. Last night my water supply got suddenly cut off and I found out that a new neighbour on the ground floor had had a water metre installed a few months ago. In fact two water metres because Thames Water found two pipes in their flats and put two meters - obviously without checking where the water supply was going to,  one is on my pipe! Now, they received a high bill for this meter which I did not even know it existed - The neighbour asked TW to come and rectify the pipe, but what is my situation in regard of that bill? I am not even sure if it just feed my property as there is another flat in between as well. I am away for a month now and cannot deal with them straight away but I am worried that I am going to break slapped on an extra bill. Thanks

    Had your neighbour turned off your water? Have they now turned it back on?

    So you might now have the option of a water meter.

    Can you ask your in-between neighbour if their water was also cut off last night? Then you'll knif it only serves your flat, or not.
    If they weren't cut off, chances are the second meter only served you.

    What have TW actually done? Is the meter still there? If so, and it only seves you, contact TW and get the meter assocated with your account. They'll re-bill you; old charging up to the date the meter was installed, then metered rate from that date forwards.
    If they've removed the meter, contact TW and see if they can now fit a meter for your flat.

    TW should only charge you by one way for any given period; metered if you're metered, or rateable value (or assessed charge) if you're unmetered.
