Debt Recovery Demand from BWLegal - No PCN ever received from Newcastle Aiport, Petrol Station
Carys42
This is my first post, so I hope I'm getting this right.
I received a letter, out of the blue, from bwlegal, dated 5th November and received on 29th November.
It is concerning 'Dropping Off / Picking Up in a Restricted Area' - namely Skyway Filling Station Newcastle Airport, on 21st August 2025.
I was so shocked because I haven't received any PCN from UK Parking Patrol Office Limited concerning this, but this letter arrives. I was so upset because the date in question was when we had interred my Dad's ashes.
I drove to the airport and went to the filling station for fuel and also to use the bathroom there. I have a Blue Badge and couldn't park in the Blue Badge parking spot because someone was parked across it, blocking entry. I moved the car into the Disabled Bay as soon as I was able to.
Ironically, I was going to be taking brother to the airport drop off, but he insisted that I didn't go to the bother of doing that and just get myself back home. So he walked off - I sat in the car for a few minutes to collect myself because it had been a very upsetting day.
Anyway ... after that I drove home 35 miles.
When this letter arrived, I couldn't even work out what I'd done wrong. Unfortunately, with being upset and confused I rang the company in question, bwlegal, and they weren't very helplful at all. A Manager has called me from there because I complained about the fact that I've never received a PCN from UK Parking Patrol Office Limited. He said that 'their client' would offer to allow me to pay the £170 in instalments. I rejected that and said that I would be appealing and wanted evidence to be sent to me.
The Manager told me that it is too late for me to appeal because the matter has been passed to them.
....
So that's the outline, but now that I've made the Newbie / Rookie error of calling them, Does anyone have any ideas how I can proceed from here.
My health isn't at all good, low income and this is hugely stressful for me (as I'm sure it is for others). I have noticed that UK Parking Patrol Office Limited are notorious for failing to send out PCN Notices and that the first communication is from a debt collecting agency / legal firm.
Any help and guidance would be much appreciated.
I haven't been able to find the template letter, although I suspect that I've 'snookered' myself.
Thank you in advance.

Here is a redacted copy of the letter I received on 19th November, 2025.
Once again, thank you for any help / guidance on how to deal with this, bearing in mind I've already made the error of phoning bwlegal.
I still would like to have the opportunity of making a formal complaint to UK Parking Patrol Office Limited, requesting all / any evidence they have to support the PCN, plus evidence of issuing / me receiving the PCN (??) and in the worst case scenario managing to get them to reduce the amount to the original charge.
Interestingly the garage said they have multiple phone calls from people in the same position who have had no idea there are any parking restrictions at the garage (pertaining to dropping off / collecting passengers in particular).

Ignore them and wait for the Letter of Claim from B W Legal, which they threatened near to the bottom of the letter2
-
@Gr1pr ... Thanks for your reply. Much appreciated. Is it okay to ignore them, even though I've spoken to them? I'm not normally so anxious, but this has really got to me and I just don't know how to fight it. I'm usually the first one to stick up for myself and fight injustice, but today I'm just washed out with it all.
Is there still a chance to fight it by waiting for the 'Letter of Claim' in spite of speaking to them?0 -
The latter , pick the right time, which is, at the LoC response template stage, and beyond2

It's just an invoice. Your anxiety and anger is exactly the response they try to elicit. People wouldn't pay them otherwise.
You may or may not receive a court claim eventually, but look at it as a chance of getting justice, as you see it.
This is quite a notorious spot and the signage and lining is poor.3 -
@Car1980 ... You're absolutely right, and it's definitely worked in this situation. I think my primary fear is as this progresses the amount they look to charge me with could just keep on going up and then potentially involve court costs?
The signage is very poor, although I've not seen recent photographs, only some from a screenshot on google which is from 2017.
I appreciate your time ... thanks again.

If it progressed all the way to civil court and if you lost in court, the likely cost is a typical total of around £212 for a single pcn
If you win or if they discontinue beforehand, it costs you nothing at all2 -
Defend any court claim on no keeper liability if the petrol station is within the land of the airport ( i can't remember if it is as I havent seen a map recently of it. Do some research and find that out first) Happy to attend any hearing for you if your a not a million miles away from Newcastle as it would be most likely be Newcastle / Durham / North Shields County Court.3
