NCP "Parking Charge to Keeper" letter

Hi folks, I've just received a Parking Charge to Keeper letter from the NCP.

I parked my car in a car park in Derby and then went to pay. But there was no way to pay with cash or card - only using their app. I tried to download the app (as did my mum on her phone), but we couldn't as there was no signal at all.

So we left and parked elsewhere (I have that ticket) after we'd been in there about 12 minutes, trying to get the app to download.

So what do I do now? Do I appeal and tell them what I've outlined here, or do I send one of the template replies I've seen on the Newbie thread? If so, which one?

With NCP it's probably non-POFA worded. Compare the NTK to my NTK pictures thread.

PS Now found the thread, but not sure if my letter is POFA-worded or not. I've attached a copy of the letter. What would you recommend doing next? Should I mention what I wrote above about not being able to get the app, or is there a template I should use?

Out of focus so cannot see dates in top right  -  please clarify.

If the incident date was 28/10/25 and the date they raised the NTK was 13/11//25 (as @1505grandad says not good focus) then the NTK cannot have reached the keeper by the stipulated time frame to hold the keeper liable.

So long as they are not told the details of the driver they are stuffed what ever they or the ridiculous joint COP state they cannot possibly just assume that the keeper was the driver.

The NTK pictures thread is there to save our time and help newbies learn which is which.

No need to guess. See it for yourself. Look at my pictures of NCP POFA and non-POFA versions.

Look at the wording on yours.

Thank you, James. Yep, the letter is dated November 13, but I didn't receive it until a few days after that.

What do you recommend I do? I have ADHD, and I'm getting very confused with all this POFA and non-POFA business! I'd rather do something than just ignore the letter and then get loads more letters from then. That would make me really anxious!
