If you decide to be awkward, they could apply for a court order for access over your land.
Could, but it’s not a given - I’ve already looked into that.

I'm not going to be awkward, but they’ve already gone against any given agreement, as they’ve began work without my permission.

    The plot thickens.

had a meeting with the HA, we agreed a plan going forward and that access was only to be given while I was at home and with my permission only.

the agreed plan was to continue works needed on my side when I was at home.

I’ve returned to the country this week, to find they’ve been on my property and continued the work.

    a) while I was away and not at home
    b) without my given permission

this is now the second time they’ve gone against an agreement or not informed me of something prior to starting works.

surely now I have grounds to deny them access completely - as I’ve been far from awkward with them, and they’ve now broken my trust on two occasions.

Do you have legal protection on your house insurance? If so, this is one of the type of issues it's often useful to use it for

I do indeed, my policy is pretty hefty, as it’s our first house, we thought it best to take everything out.

I’ve complained to the HA, I’ll see what they reply with, if it’s something that doesn’t impress me, I’ll definitely contact my insurers to get them in the loop
