Sadly i’m ill with that bug doing the rounds so no idea what he’s agreed to but was trying to get a bit of a heads up on pricing etc. Usually i’m down everyday and pick up on stuff like this. 

In that case you need to make Sky aware of that (they'll want proof obviously) and see what exactly they have and ask them how they can help. Make them aware that they're vulnerable, they have a specialised team that deal with these cases.

The OP can only use the LPA with their parents agreement.

So are you saying the parents have to give authority when the they lose mental capacity?

 No I am not saying that, but they have to give permission while they still have all their mental faculties.
